The flag
It was confirmed in September, 4th, 1998 by the decision of oblast' council session.
It is rectangular cobalt panel with side sizes 100*165 sm. On the left-top quarter is circle with radius of 20sm. The circle's centre is on 49sm. from left side and 39sm. from top side. On the circle are 17 yellow and 14 white stars with 4sm. side. It means 17 regions and 14 cities of oblast'. In the centre of the circle is little oblast' emblem.
