It was confirmed in December, 23d, 1998 by the decision #23/4-73 of region council session. Vert; sun Or with a face framed below by two grain ears of the same colour, accompanied in base by two triangles: dexter Argent and sinister Or. Base Azure; fish Argent. The emblem is framed by compositions consisting of a twig of an aglet with fetuses and leaves, St.-John's wort with flowers and oak leaves. Compositions are entwined by ribbon Azure with inscription "Sovyans'kyi region" Or.
Sun is symbol of life and joy, a source of heat and light. Ear of wheat is symbol of agriculture. Triangles indicate the commercial production of chalk, sand and other minerals. Azure means the presence of water resources (rivers, ponds, reservoirs). Fish symbolizes the development of fisheries. Image on site V.Napytkin.
